Abstract
This study examines Public Protection and Disaster Relief (PPDR) communications within Europe’s evolving security and resilience architecture. It focuses on how these systems operate, how they are embedded in wider telecommunications and digital infrastructures, and how this affects reliability during crises. Aimed at policymakers, regulators, and security professionals, it combines technical, operational, and policy perspectives to assess how PPDR communications function in practice and how they have evolved. The study provides a structured analysis of the systems, dependencies, and governance conditions shaping their resilience, positioning them as components of strategic infrastructure within complex, interdependent environments.
